[PHM QB] Ability to preview how many results might be returned

Currently, there is no visibility of the type or quantity of the available data to PHM users. It would be good to be able to supply an estimate of the number of potential records a dataset would bring back.
This would likely require enhancements to the SoS and FHIR proxies that participate in a PHM community.

    Note that providers to the YHCR that implement either of the Synanetics developed FHIR appliances now support the _summary=count query parameter that will give a total of resources matches a criteria.
